Rules of Juvenile Procedure – Comment Period Closes December 11, 2026
URJP030. Citations; applicable offenses and procedures; bail. Amend. The proposed amendments overhaul Rule 30 to align the juvenile citation process with the statutory updates from Senate Bill 283 (2026), replacing references to the Judicial Council’s fine schedule with fine determinations under Utah Code section 75E-2-207. The revisions set forth a process whereby a probation officer first determines a minor’s eligibility for a nonjudicial adjustment. If offered, agreed to, and substantially completed, the citation process is closed successfully. In all other instances, the citation is referred to a prosecuting attorney for screening and formal court proceedings if deemed appropriate. In accordance with the statute, after a court process on the citation is commenced, the proposed rule allows the minor to remit a fine without appearing before the court. Previous language regarding both “bail” and “forfeiture” has been eliminated.
