How do you expect to sell this place as a serious State to conduct National Seminars rather that charging top end for the privilege?

The proposed fee in Rule 14-417(b) to request a Certificate of Exemption is neither warranted nor reasonable. Commencing with the 1992-93 MCLE reporting period and the subsequent 6 reporting periods through 2005, I have requested and received a waiver of compliance with CLE requirements because I have not been engaged in the practice of law.
The process simply consists of a letter from me to the MCLE Board and a responding letter approving the waiver. No fee has ever been charged for this ministerial process. I am certain that extremely minimal costs have been incurred for this process over the years.
The issuance of a formal “Certificate of Exemption” under the proposed rule is not necessary and would certainly not justify
the proposed fee for what has been–and should continue to be–an expedited process provided at no charge.
