CJA 11-0103 Amend. This amendment would require the advisory committees to present first to the Supreme Court any proposed rule amendment for public comment and would shorten or dispense with the public comment period in certain exigent circumstances.
Please do not implement the last part of the proposed change (subpart (7)). The Court should not get to skip or eliminate the public comment period. If there are rule changes, even if the Court determines them to be technical or needed really really soon (I doubt it), there should still be time for public comment. It raises eyebrows any time any branch of the government tries to get things through secretly.
