CJA 3-201. Court commissioners (AMEND)
The amendments authorize the Management Committee to approve court commissioner selections.

CJA 3-407. Accounting (AMEND)
The Board of Justice Court Judges voted to adopt the Court’s Accounting Manual as the standard for all justice courts. The amendments: 1) broaden the scope of the manual to include justice courts; 2) add two members of the Justice Court Education Committee to the Accounting Manual Review Committee; and 3) make non-substantive formatting changes.

CJA 3-413. Judicial library resources (AMEND)
The amendments modify which print publications are provided to each district and juvenile courtroom. The amendments are necessary due to significant price increases for print publications and the discontinuation of statewide bulk ordering by Legislative Services.

CJA03-0201. Court Commissioners (AMEND). Clarifies that both the Council and presiding judges can take corrective actions in response to a complaint or poor performance, and “removal” was added as a possible corrective action.

CJA03-0201.02. Court Commissioner Conduct Committee (AMEND). More clearly defines the committee’s charge and complaint procedures, and creates an appeals process if the Committee dismisses a complaint without a hearing.

CJA03-0301.01. State Court Administrator—Complaints and Performance Review; Complaints Regarding Judicial Officers and State Court Employees (NEW)
Establishes the Management Performance Review Committee, outlines a process for reviewing the performance of the State Court Administrator, and creates an avenue by which complaints regarding the State Court Administrator, judicial officers, and state court employees can be received, reviewed, and investigated.

CJA03-0105. Administration of the Judiciary (NEW). Sets forth the authority of judges, courts, the Supreme Court, and the Judicial Council to administer the functions of the judicial branch. Creates a process by which the Supreme Court and Judicial Council may assess and determine exclusive and predominate authority, and how those two bodies will communicate with each other when issues arise.

CJA01-0205 Standing and ad hoc committees. Amend. Adds a justice court judge to the Standing Committee on Resources for Self-represented Parties.

CJA03-0104 Presiding judges. Amend. Moves and amends paragraph (c)(5) from Rule 7 of the Utah Rules of Criminal Procedure, which addresses the use of justice court judges as magistrates.

CJA03-0201 Court commissioners. Amend. Clarifies 1) how the districts and court levels that a commissioner will serve will be represented on the court commissioner nominating committee; 2) how a commissioner is selected if they will serve more than one judicial district or court level; 3) that the commissioner certification process addresses retention, not removal; 4) that when a commissioner serves two districts or court levels, the presiding judges will each prepare performance evaluations and performance plans; and 5) how the commissioner public comment period results are reviewed and used.

CJA06-0501 Reporting requirements for guardians and conservators. Amend. In conformity with H.B. 214 (2017), removes the requirement that a non-parent co-guardian report to the court when another co-guardian is the parent of the protected person.

CJA 03-0111. Performance evaluation of senior judges and court commissioners. Amend. Requires a presiding judge to evaluate a senior judge’s performance every 18 months after the first term and a commissioner’s performance annually. Changes the evaluation criteria to more closely match the JPEC criteria. Effective February 23, 2015 under Rule 2-205.
