PRESIDING JUDGE JENNIFER A. BROWN

Judge Jennifer A. Brown was appointed to the Fourth District Court in December 2014 by Governor Gary Herbert. She serves Juab, Millard, Utah, and Wasatch counties. Prior to her judicial appointment, Judge Brown was a partner with Tesch Law Offices in Park City. She also practiced law as both corporate in-house counsel and associate at various law firms in Salt Lake City. Judge Brown received a Juris Doctor degree from Brigham Young University's J. Reuben Clark Law School. 5/15

ASSOCIATE PRESIDING JUDGE KRAIG POWELL

Judge Kraig Powell was appointed to the Fourth District Court in December 2016 by Governor Gary Herbert. Judge Powell serves Juab, Millard, Utah, and Wasatch counties. He holds M.A., J.D., and Ph.D. degrees from the University of Virginia. He worked as a law clerk at the Texas Court of Appeals and the Illinois Supreme Court. Prior to his judicial appointment, he practiced law in Wasatch and Summit counties, where he was city attorney for both Midway and Francis. He also served as a legislator in the Utah House of Representatives from 2009 through 2016. Judge Powell is past president of the Heber Valley Rotary Club and past chair of the Wasatch Community Foundation. He has taught political science as adjunct faculty at Utah Valley University-Wasatch Campus and has also served as a commissioner on the Utah Judicial Conduct Commission. 4/18 

JUDGE JAMES BRADY

JUDGE JAMES BRADY

Judge M. James Brady was appointed to the Fourth District Court in May 2010 by Gov. Gary Herbert. He serves Juab, Millard, Utah, and Wasatch counties. Judge Brady graduated from the J. Reuben Clark Law School at Brigham Young University in 1982. Prior to his appointment to the bench, Judge Brady was in private practice as a trial attorney with the firm of Bradford & Brady for 26 years. He served as a Deputy City Attorney for Provo (1982-1984) as City Attorney for Mapleton (1990-2003), and later served as on the Mapleton City Council (2005-2006) and as Mayor of Mapleton (2006-2007). He served on the Utah County Board of Adjustment for many years, and as chairman of the Board of Adjustment for a few of those years. He currently serves as judge in Juab and Millard counties, and also hears matters in specialty courts in Juab, Millard and Utah counties. 3/11 

JUDGE JARED ELDRIDGE

JUDGE Jared Eldridge

Judge Jared W. Eldridge was appointed to the 4th District Court in May 2017 by Governor Gary R. Herbert. He serves Juab, Millard, Utah and Wasatch Counties. Judge Eldridge received his law degree from Willamette University in Salem, Oregon in 1998. He earned a Bachelor of Science degree from Brigham Young University Marriot School of Management in 1994. Following law school he began his legal career as a trial attorney for the Salt Lake Legal Defender Association from 1998-2000. He then worked as a trial attorney for the Utah County Public Defender Association from 2000-2002. In November 2002, Judge Eldridge was elected Juab County Attorney where he served for 14 years until being appointed to the bench. During his tenure as county attorney, Judge Eldridge helped establish the Juab County Drug Court in 2003 and a victims' advocacy program in 2004. In 2010 he was recognized for his extensive work with victims' advocacy and was awarded the Outstanding Advocate Recognition Award by the Utah Domestic Violence Council. In 2014 Judge Eldridge was recognized as County Attorney of the Year by his colleagues. In 2017 Judge Eldridge assisted the Juab County Commission and the Indigent Defense Commission with the restructuring of the county public defender system to improve the quality of indigent defense and to ensure Juab County was fulfilling its constitutional responsibility. 6/18  

JUDGE ROGER GRIFFIN

JUDGE ROGER GRIFFIN

Judge Roger W. Griffin was appointed to the Fourth District Court in June 2014, by Governor Gary R. Herbert. He serves Juab, Millard, Utah and Wasatch counties. Judge Griffin obtained his law degree from the J. Reuben Clark Law School at Brigham Young University in 1993. He received his Bachelor of Arts degree, cum laude, from Utah State University in 1989. Prior to his judicial appointment, Judge Griffin was the chief litigation officer for a multi-state law firm. While in private practice, Judge Griffin was selected as a Legal Elite by the Utah Business Magazine four separate times. He has also served as a mentor for the Utah State Bar Association's New Lawyer Training Program. In 2008, Judge Griffin was appointed chair of the Board of Trustees for the American Fork Library and served for six years in that capacity. In 2014, he received the Outstanding Community Service Award from American Fork City.5/17 

JUDGE ANTHONY L. HOWELL

JUDGE ANTHONY L. HOWELL

Judge Anthony L. Howell was appointed to the Fourth District Court in December 2016 by Gov. Gary R. Herbert. He serves Juab, Millard, Utah, and Wasatch counties. He graduated from the J. Reuben Clark Law School at Brigham Young University in 2002. Prior to his appointment to the bench, he was Chief Counsel at the Utah County Public Defender Association from 2011 until his appointment to the bench. He was a trial attorney at the Utah County Public Defender Association from 2002 until his appointment to Chief Counsel. 11/17 

COMMISSIONER MARIAN H. ITO

Commissioner Marian H. Ito was appointed as a domestic relations commissioner in the Fourth District in August 2019. Prior to her appointment, Commissioner Ito served as an Assistant Attorney General in the Utah Attorney General's Child and Family Support Division for 12 years. During her time with the Attorney General's Office, Commissioner Ito handled parentage, child support enforcement, child support modification and GRAMA cases. Commissioner Ito has served on the Utah State Bar Ethics Advisory Opinion Committee and the Divorce Procedures Subcommittee. Commissioner Ito received her Juris Doctor degree from Brigham Young Univeristy's J. Reuben Clark Law School. 11/16 

JUDGE CHRISTINE S. JOHNSON

JUDGE CHRISTINE S. JOHNSON

Judge Christine S. Johnson was appointed to the Fourth District Court in October 2008 by Gov. Jon M. Huntsman, Jr. She serves Juab, Millard, Utah, and Wasatch counties. Judge Johnson received her Juris Doctor in 1996 from the J. Reuben Clark School of Law at Brigham Young University. She worked as a judicial clerk in the Fourth Judicial District before beginning her practice as a criminal defense attorney at the Utah County Public Defenders Association in 1997. Judge Johnson was ultimately designated as that office's deputy director and served in that capacity from 1999 through 2003. She was employed as the assistant city attorney and city prosecutor at Spanish Fork City from 2003 until her appointment to the bench. From 2009 through 2015, Judge Johnson served on the Standing Committee on Judicial Branch Education, which oversees the continuing education of judges and court staff in Utah. Judge Johnson presently serves as a member of the Board of District Court Judges and as Chair of the Criminal Justice Roundtable. 5/17 

JUDGE THOMAS LOW

JUDGE THOMAS LOW

Judge Thomas Low was appointed to the Fourth District Court in December 2009 by Gov. Gary R. Herbert. He serves Juab, Millard, Utah, and Wasatch counties. Judge Low received a juris doctorate, with honors, from Brigham Young University, where he was admitted into the Order of the Barristers. He also received a bachelor of arts degree from Brigham Young University. Prior to his appointment to the bench, Judge Low served six years as the Wasatch County Attorney. He was named County Attorney of the Year in November 2008, and was identified as a member of the 2009 Utah Legal Elite by Utah Business magazine. Prior to his service as a county attorney, he served as a deputy Wasatch County attorney, where he prosecuted felony cases, and as an attorney in private practice in Provo. Judge Low is a member of the Utah Sentencing Commission and of the Utah Commission on Criminal and Juvenile Justice. 10/13 

JUDGE ROBERT A. LUND

Robert A. Lund was appointed to the Fourth District Court in November of 2020 and confirmed by the Senate in December of 2020. Prior to his appointment to the bench, Judge Lund worked as a federal prosecutor, state prosecutor, judge advocate, law professor, and private practitioner. From 2001-2021, Judge Lund worked at the United States Attorney's Office in Salt Lake City, UT. From 1992-2001, Judge Lund worked at the King and Thurston County Prosecuting Attorneys' Offices in Seattle and Olympia, WA, and he worked briefly at a private law firm in Seattle, WA. From 1998-2021, Judge Lund also served as a Judge Advocate in reserve components of the United States Army, deploying overseas with Special Forces in support of Operation Iraqi Freedom from 2010-2011. From 2017-2021, Judge Lund served as the State Staff Judge Advocate (general counsel) for the Utah National Guard, retiring at the rank of Colonel. From 2011-2018, Judge Lund served as an Adjunct Professor of Law at the University of Utah Law School. Judge Lund obtained his Bachelor of Arts degree from the University of Utah (Summa Cum Laude, English & Psychology) in 1990 and his Juris Doctorate degree from Brigham Young University (Cum Laude) in 1993. 9/21 

JUDGE ROBERT C. LUNNEN

JUDGE ROBERT C. LUNNEN

Judge Robert C. Lunnen was appointed to the Fourth District Court in December 2016 by Governor Gary R. Herbert. He serves in Utah, Wasatch, Juab, and Millard counties. Judge Lunnen received his Bachelor of Arts Degree from Brigham Young University in 1982. He obtained his law degree in 1985 from Loyola University, School of Law, New Orleans. Prior to his judicial appointment, Judge Lunnen served as an attorney for the United States Department of Justice for 21 years. He was the Criminal Chief of the United States Attorney's Office, District of Utah when he retired. During his career with the Department of Justice, he served two details as the Judicial Attaché in Bogota, Colombia and in Kabul, Afghanistan. Judge Lunnen speaks fluent Spanish and has taught judicial advocacy for prosecutors throughout Central and South America and at the National Advocacy Center in Columbia, South Carolina. During his legal career, Judge Lunnen also served as a city attorney, assistant attorney general and as a private practitioner. Judge Lunnen is currently assigned to the American Fork Department of the Fourth District Court. 1/17 

JUDGE SEAN M. PETERSEN

JUDGE Sean M. Petersen

Judge Sean M. Petersen was appointed to the Fourth District Court in July 2021 by Governor Spencer J. Cox. He serves Juab, Millard, Utah and Wasatch counties. Prior to his judicial appointment, Judge Petersen served as a court commissioner on the Fourth District Court since 2018. Prior to his position as court commissioner, Judge Petersen was a partner at Howard, Lewis & Petersen in Provo, Utah. During his time at Howard, Lewis & Petersen, Judge Petersen was recognized as a Legal Elite by the Utah Business Magazine over multiple years as well as being named to the Super Lawyers list in Mountain States Super Lawyers. Judge Petersen graduated with a Bachelor of Arts degree in History from Brigham Young University in 1996, and he received his Juris Doctorate degree from Willamette University in Salem, Oregon in 1999. 9/21 

JUDGE DENISE M. PORTER

Judge Denise M. Porter was appointed to the Fourth District Court in December 2020 by Governor Gary R. Hebert. She serves Juab, Millard, Utah, and Wasatch counties. Prior to her judicial appointment, Judge Porter served as a member of the Utah Board of Pardons and Parole for five years. Judge Porter received two bachelor degrees, magna cum laude, from the University of Utah in 1995, in Political Science and Psychology. She obtained her law degree from the University of Utah's S.J. Quinney College of Law in 1998. Judge Porter began her legal career clerking for Judge Tyrone Medley and Judge William Thorne in Utah's Third Judicial District. After her clerkship, Judge Porter spent the next 17 years at Salt Lake Legal Defender Association where she worked as a felony trial attorney. She was part of the Legal Defender capital representation team specializing in mitigation. Judge Porter currently serves on the Utah Supreme Court's Advisory Committee on the Rules of Criminal Procedure and is a board member for Women Lawyers of Utah. 9/21 

JUDGE DEREK P. PULLAN

JUDGE DEREK P. PULLAN

Judge Derek P. Pullan was appointed in September 2003 by Gov. Michael O. Leavitt. He serves Juab, Millard, Utah, and Wasatch counties. Judge Pullan is a member of the Utah Judicial Council and chairs the Council's Policy and Planning Committee. He has served on the Utah Supreme Court's advisory committee on the civil rules of procedure and the advisory committee on indigent defense. He served as chairman of the Board of District Court Judges and presiding judge of the Fourth District Court. He is a frequent presenter on evidence law at judicial conferences and has taught evidence at the J. Reuben Clark Law School at Brigham Young University. Judge Pullan graduated cum laude from the J. Reuben Clark Law School in 1993 and was a law clerk at the Utah Supreme Court. 4/18
