Judge F. Richards Smith III was appointed to the Fourth District Juvenile Court in November 2012 by Governor Gary R. Herbert. He serves Juab, Millard, Utah, and Wasatch counties. Judge Smith served as director of the Office of Guardian ad Litem and Court Appointed Special Advocate (CASA) since 2007. Prior to taking on the role as director, Judge Smith was an attorney for that office. Previously, he worked as an attorney for Howard, Lewis & Petersen. Judge Smith earned a law degree from the J. Reuben Clark Law School at Brigham Young University. He has served on the Children's Justice Advisory Board, the Standing Committee on Children and Family Law of the Utah Judicial Council, the Statewide Court Improvement Program, and as chair of the Child Fatality Review Committee. Judge Smith was named Child Advocate of the Year in 2004 by the Utah County Abuse Council, and served on the Neighborhood Housing Services of Provo's Board of Directors. He also served on Governor Huntsman's Child and Family Cabinet Council and Lt. Governor Bell's Child Sexual Abuse Workgroup.
