JUDGE SHADRACH C. BRADSHAW

JUDGE SHADRACH C. BRADSHAW

Judge Shadrach C. Bradshaw was appointed to the Beaver County Justice Court in January 1995. Before that time he attended SUU and owned and operated his own business. He stressed the importance of education in the lives of his children and they are continuing that legacy today with their own children. Judge Bradshaw has always been actively involved in Cub Scouts, Boy Scouts, and in all activities that help the youth in his community and has volunteered for many service programs throughout his life. 9/17 

JUDGE MATTHEW CARLING

Judge Matthew D. Carling was appointed to the Parowan Justice Court in December 2021. Judge Carling graduated with a Bachelor of Art degree in Spanish from Brigham Young University in 1994. He earned his Master of Business Administration and Juris Doctorate degree in 1998 from Creighton University School of Law in Omaha, Nebraska. He earned a Master of Political Economy, Summa Cum Laude, in 2016 from George Wythe University. Prior to his appointment to the Bench, Judge Carling worked as a prosecutor, public defender, and private attorney. In 2015, Judge Carling was awarded the Parental Defense Alliance of Utah’s Appellate Attorney of the Year. When not working, Judge Carling enjoys coaching and officiating soccer, outdoor activities with his family, hobby farming, and reading. 

JUDGE DENNIS COX

JUDGE DENNIS COX

Judge Dennis Cox was appointed to the Beaver County Justice Court, Milford Precinct, in January 2007. Judge Cox has served as chief of police in Milford and as a deputy sheriff for Beaver County. He served as the Southern Utah Area Blue & Gold Information Officer for the United States Naval Academy at Annapolis, Maryland. Judge Cox retired from public education in 2005. Judge Cox received the Silver Beaver from the Utah National Parks Council in 2001. In 2000, he received the Utah Hunter Education Instructor of the Year, Southern Region, from the Utah Division of Wildlife Resources. Judge Cox received a Certificate in Legal Studies from the Utah Legal Institute. 9/17 

JUDGE BRENT A. DUNLAP

JUDGE BRENT A. DUNLAP

Judge Brent A. Dunlap was appointed to the Iron County Justice Court in February 2007. In addition, he serves the Parowan City Justice Court. Prior to being appointed, Judge Dunlap served in law enforcement for 21 years. Judge Dunlap has served as a member of the Justice Court Judges Education Committee and currently sits as a member of the Board of Justice Court Judges and completed a Certificate in Legal Studies from the Utah Judicial Institute. 9/17 

JUDGE KENNETH JAKE GRAFF

JUDGE KENNETH JAKE GRAFF

Appointed to the Hildale City Justice Court in June 2012, Judge K. Jake Graff graduated with a Bachelor of Science from Brigham Young University in 2003 and a Juris Doctor from the William S. Boyd School of Law at the University of Nevada in 2005. Judge Graff served as judicial law clerk to Judge T. Arthur Ritchie, Jr., presiding judge of Nevada's Eighth Judicial District Court, Family Division, in 2006. He has practiced law in Utah and Nevada since 2007. In addition to his Hildale City service, Judge Graff also serves as a Small Claims Judge Pro Tempore at the Washington County Justice Court. 9/17 

JUDGE MARGARET MILLER

JUDGE MARGARET MILLER

Judge Margaret Miller began working in the Cedar Precinct Justice Court in May 1973. She has been district director and assistant director for the Fifth Judicial District within the Justice Court Judges Association. She has assisted with juvenile offender programs within the Fifth District and has served on the board to review court procedures. Judge Miller currently serves on the Cedar City Housing Authority Board of Directors. She has also served as a mentor for new judges in the Fifth District since 2007. Judge Miller received the Cedar City Business and Professional Women's honor as Women of Achievement in 1986 and 1997, and the Utah Federation Business and Professional Women's State honor as Women of Achievement in 1986. She was named Judge of the Year in 1988 and 1992. Judge Miller has received the Quality of Justice Award. She was named Iron County resource person of the year and Division of Youth Corrections Region III Outstanding Volunteer. 5/11 

JUDGE KARLIN MYERS

JUDGE KARLIN MYERS

Judge Karlin Myers was appointed to the Hurricane City Justice Court in July 2005. He serves East Washington County, including the cities of Hurricane and LaVerkin. Judge Myers is a graduate of Oregon State University and Willamette University College of Law. He has been admitted to practice law in state and federal courts in Oregon, Idaho, and Utah. Prior to his appointment to the bench, Judge Myers maintained a private law practice for 15 years with an emphasis on criminal defense. 3/13 

JUDGE RONALD L. READ

JUDGE RONALD L.  READ

Judge Ronald L. Read was appointed to the Washington County Justice Court bench in September 2014. He graduated from Southern Utah State College in 1981 and the University of Utah Law School in 1990. He served as a law clerk for the United States District Court of Boise, Idaho, after which he then became an associate and shareholder with the law firm of Hughes & Read; Assistant City Attorney for the City of St. George; and then a co-founder of Read & Wright law firm. 12/15  

JUDGE JETTA ROBINSON

JUDGE JETTA ROBINSON

Judge Jetta Davie Robinson was appointed to the Beaver County Justice Court in 1981. She has served as the Minersville City Justice of the Peace and has served two terms on the Utah State Bail Schedule Committee. She is currently the Beaver County Justice Court Judge for the Minersville Precinct. 4/10 

JUDGE DOUGLAS WHITLOCK

JUDGE DOUGLAS WHITLOCK

Judge Douglas Whitlock was appointed to the Enterprise Justice Court in November 1990, where he serves on a part-time basis. In January 2003, Judge Whitlock was appointed by the Washington County Commission to serve as a full-time judge in the Washington County Justice Court. Judge Whitlock was awarded the Justice Court Judge of the Year Award in 2005. In March 2009, he received a Certificate of Legal Studies from the Legal Institute for Justice Court Judges. Judge Whitlock currently serves as a member of the Washington County Domestic Violence Coalition. He has also served on the Utah State Fine & Bail Committee and the Washington County Board of Adjustments. 9/15
