PRESIDING JUDGE G. MICHAEL WESTFALL

PRESIDING JUDGE G. MICHAEL WESTFALL

Judge G. Michael Westfall was appointed to the Fifth District Court in August 2003 by Gov. Michael O. Leavitt. He serves Beaver, Iron, and Washington counties. Judge Westfall graduated from the J. Reuben Clark Law School at Brigham Young University in 1981. Prior to his appointment to the bench, Judge Westfall was a partner in the law firm of Gallian, Westfall, Wilcox and Welker, and had worked as a law clerk with the Utah County attorney's office. From April 1998 to August 2003, Judge Westfall served as a small claims judge pro tempore in Washington County. Until his judicial appointment, he was a member of the American Trial Lawyers Association and the Academy of Family Mediators. He has been active in many community and civic organizations. Judge Westfall is a member of the Utah State Bar Association, the Federal District Court for Utah, the United States Supreme Court, and the Southern Utah Bar Association. From 2007-2011, he served on the Utah Judicial Council and was vice-chair during 2010-2011. Judge Westfall also served on the Judicial Council's Policy and Planning Committee and the Management Committee. He became an ASTAR science and technology fellow in April 2009 and has also served on the Ethics Advisory Committee, as the presiding judge in the Fifth District Court, and as president of the Scott M. Matheson, Sr., American Inn of Court. 8/11 

ASSOCIATE PRESIDING JUDGE ANN MARIE MCIFF ALLEN

ASSOCIATE PRESIDING JUDGE Ann Marie McIff Allen

Judge Ann Marie McIff Allen was appointed to the Fifth District Court, serving Iron, Beaver and Washington counties, in August 2020 by Governor Gary R. Herbert. Judge Allen received her Bachelor's Degree in English from Brigham Young University in 1994 and her law degree from the J. Reuben Clark Law School at BYU in 1997, where she was an editor for the Journal of Public Law and represented the law school at the American Bar Association. A southern Utah native, Judge Allen practiced law in the Fifth District for nearly 20 years as a prosecutor, public defender, private civil attorney, and finally as General Counsel for Southern Utah University, before taking the bench. Judge Allen has engaged in public service on community and state levels, most notably as a trustee of SUU, a commissioner on the Judicial Performance Evaluation Commission, and a Rotarian.11/20 

JUDGE KEITH C. BARNES

JUDGE KEITH C. BARNES

Judge Keith C. Barnes was appointed to the Fifth District Court in February 2014 by Gov. Gary R. Herbert. He serves Iron, Washington, and Beaver counties. Judge Barnes graduated with a Bachelor of Science degree in Political Science from Brigham Young University and received a law degree from Oklahoma City University School of Law in 1994. Prior to his appointment to the bench, Judge Barnes was a partner at Barnes Law Offices, Jensen, Graff & Barnes, and Park, Park, & Barnes. He has served as a member of the Southern Utah University National Advisory Board, Utah Radiation Control Board, and as a board of director at Allegiance Direct Bank. 4/15 

JUDGE MATTHEW L. BELL

JUDGE MATTHEW L. BELL

Judge Matthew L. Bell was appointed to the Fifth District Court in September 2017 by Governor Gary R. Herbert. He serves Beaver, Iron, and Washington Counties. Prior to his appointment, Judge Bell worked as an Assistant United States Attorney in the District of Utah and as a Trial Attorney in the Antitrust Division of the U.S. Department of Justice. He graduated magna cum laude from the J. Reuben Clark Law School at Brigham Young University in 2003. Prior to law school, he served as a police officer in St. George, Utah.12/17 

JUDGE ERIC A. LUDLOW

JUDGE ERIC A. LUDLOW

Judge Eric A. Ludlow was appointed to the Fifth District Court in March 2003 by Governor Michael O. Leavitt. He serves Beaver, Iron, and Washington counties. Judge Ludlow received a law degree from the J. Reuben Clark Law School at Brigham Young University in 1987. He worked as a deputy Washington County attorney from 1987 to 1991, and was the Washington County Attorney from 1991 until his appointment to the bench. Judge Ludlow was appointed in 1998 as a special assistant United States attorney by the Department of Justice, also serving as the Santa Clara City prosecutor. At the time of his judicial appointment, Judge Ludlow was serving as chairman of the Board of Directors of the Utah Prosecution Council and serving on the Governing Board of the Dixie Regional Medical Center, the St. George Area Chamber of Commerce, and was a Trustee on the Dixie State College Board of Trustees. He was a charter board member of the Washington County Children's Justice Center until the time of his appointment. Judge Ludlow is a member of the Utah State Bar, the United States Federal 10th Circuit District Court, and the United States Supreme Court Bar.9/05 

JUDGE JOHN WALTON

JUDGE JOHN WALTON

Judge John J. Walton was appointed to the Fifth District Court in November 2005 by Gov. Jon M. Huntsman, Jr. He serves Beaver, Iron, and Washington counties. Judge Walton graduated from Utah State University in 1990 and the J. Reuben Clark Law School at Brigham Young University in 1993. Prior to his appointment to the bench, Judge Walton served as a Deputy Washington County Attorney. Before this, he was an associate and shareholder with Jones Waldo Holbrook & McDonough. Judge Walton was appointed as a Special Assistant United States Attorney in 2005. He is a member of the Scott M. Matheson American Inn of Court and the Southern Utah Bar Association. 09/09 

JUDGE JEFFREY C. WILCOX

JUDGE JEFFREY C. WILCOX

Judge Jeffrey C. Wilcox was appointed the Fifth District Court in January 2013 by Gov. Gary R. Herbert. He serves Beaver, Iron, and Washington counties. Judge Wilcox graduated cum laude from the J. Reuben Clark Law School at Brigham Young University in 1984. He earned a bachelor's degree from the University of Minnesota in 1980. Prior to his appointment to the bench, Judge Wilcox worked for Gallian, Wilcox, Welker, Olsen & Beckstrom, L.C., where he practiced in many areas of the law including general litigation, real estate, banking, commercial, corporate, partnership, business, personal injury, insurance defense, construction law, and adoption.2/13
