Judge Randy B. Birch was appointed to the Heber City Justice Court in September 2010. He received a B.A. from Utah State University and a J.D. from the University of Utah College of Law in 1984. Judge Birch previously practice law in Salt Lake City, served as in-house counsel with a Federal contractor, and currently maintains a solo practice. Prior to his appointment to the bench, Judge Birch served for more than 25 years as a small claims judge pro tempore in Salt Lake and Summit counties and on the Board of the Utah Association of Criminal Defense Lawyers (UACDL). 9/10 

Judge Morgan L. Cummings was appointed to the Lehi City Justice Court in January 2017. Judge Cummings received a Bachelor of Arts from the University of Utah in 2005 and graduated with a Juris Doctor from Creighton University School of Law, cum laude, in 2009. Judge Cummings began his legal career representing clients in civil litigation, business planning and funding, and prosecuted criminal cases for several municipalities. He later worked in the healthcare industry, negotiating and drafting insurance contracts. Prior to appointment, Judge Cummings worked as the Lehi City Prosecutor and Assistant City Attorney for four years, where he prosecuted criminal cases, practiced municipal defense, and advised various departments and commissions within the city. 9/17 

Judge Sherlynn White Fenstermaker was appointed to serve as a Judge in the Springville and Mapleton Justice Courts in 2007. She was born in Cedar City, Utah and attended schools in Parowan and Cedar City, Utah. She graduated from Southern Utah State College in 1975 with a degree in Political Science. Judge Fenstermaker graduated from the J Reuben Clark Law School at Brigham Young University in 1979. She practiced law in Salt Lake City with the firm of Hanson, Russon, Hanson and Dunn from 1979 to 1984. Since 1984 she has been a member of the firm of Ivie and Young in Provo, Utah. From 1985 to 2007, she also worked as the Springville City Prosecutor. Judge Fenstermaker previously served on the Springville Library Board, the Utah County Housing Authority Board and as a member of the Utah County Career Services Council. Judge Fenstermaker has served as the Justice Courts Education Committee Chair. 9/17 

Judge Barbara A. Finlinson currently serves the Juab County and Nephi City Justice Courts. She graduated Summa Cum Laude with a 4.0 GPA from Utah Valley University in 2014. She earned a degree in the field of Communications and was awarded the Outstanding Graduate Award representing UVU's Communications Department. She graduated from Brigham Young University's J. Reuben Clark Law School in 2018. She was awarded the BYU Alumni and Clark Law School Replenishment Full Scholarship during her 3L year. Barbara worked as a law clerk at the Utah County Attorney's office for two years. When admitted to the Utah State Bar in September 2018, she was hired as a deputy county attorney and practiced law as a prosecutor for three years. She served as the head prosecuting attorney in Provo's Fourth District Court Mental Health Court program. While there, she worked to change screening protocols to allow easier program access for individuals struggling with mental illness. 7/22 

Judge Eric S. Jewell was appointed to the Payson, Santaquin, Genola, and Goshen Justice Courts in August 2021. Judge Jewell graduated from Brigham Young University in 2006 with a B.S. in Economics. He then attended law school and earned a Juris Doctorate in 2009 from the Marshall-Wythe School of Law at the College of William & Mary in Williamsburg, Virginia. Following graduation, Judge Jewell was admitted to the Virginia Bar where he worked as a prosecutor in the Gloucester County Commonwealth's Attorney's Office. In 2012, he was admitted to the Utah Bar and accepted the position of Assistant City Attorney/Prosecutor in Payson where he served until his appointment to the bench. 

Judge Reed S. Parkin serves the Orem City Justice Court. His initial appointment to the bench was in April 2005. He previously served the Bluffdale, Herriman, and Heber justice courts. Judge Parkin earned a Master of Business Administration degree from the University of Phoenix in 2004, a Bachelor of Science in Business Management from the University of Phoenix in 1998, and an Associate of Science in Criminal Justice from Salt Lake Community College in 1992. He serves as a member of the Utah Judicial Council and has served on the Board of Justice Court Judges. He is an adjunct professor teaching courses in the school of business and criminal justice programs. 10/13  

Judge K. Shawn Patten was appointed to the Utah County Justice Court bench in January 2022. He graduated from Brigham Young University with a Bachelor of Science in 1986, and a Masters of Business Administration in 1988. He worked many years as a design engineering supervisor in both Utah and Saudi Arabia. He earned his Juris Doctor from the University of Nevada in 2003. He served several courts in Utah County as a full-time public defender for over seventeen years prior to his appointment.  

Judge Cyndee Probert was appointed to the Fillmore Justice Court in 2015. Judge Probert graduated from the American Institute for Medical Assisting with a certificate in medical office management. She was then employed at the Sevier Valley Hospital. Judge Probert was later employed for eight years as an in-court clerk and office manager, where she served both the Millard County and Fillmore City justice courts. Judge Probert has completed her certificate coursework through the National Judicial College.10/28/22 

Judge Vernon F. Romney was appointed to the Provo City Justice Court bench in July 2007. He graduated from Brigham Young University with a degree in English in 1979 and a law degree in 1982. Prior to his appointment to the bench, Judge Romney worked for 22 years in the Provo City attorney's office, at which time he served primarily as lead city prosecutor. Judge Romney has served as president of the Central Utah Bar Association, president of the Utah Municipal Prosecutor's Association, chair of the Fourth District Court's Victim's Rights Committee, as a member of the Utah Domestic Violence Council, and as a member of the training committee for the Utah Prosecution Council. 04/10 

Judge Kelly N. Schaeffer-Bullock was appointed to the Highland/Alpine City Justice Court in January 2017. Judge Schaeffer-Bullock graduated from Brigham Young University - Hawaii Campus in 2001 with a Bachelor of Arts, and later earned her Juris Doctor from the J. Reuben Clark Law School at Brigham Young University in 2008. Prior to appointment, Judge Schaeffer-Bullock had spent the majority of her legal career as a municipal prosecutor, though she gained civil experience when working for the law firm of Bugden & Isaacson, LLC. She also continues to serve as a lecturer and researcher at BYU's law school. Judge Schaeffer-Bullock is a member of the Daughters of the American Revolution, and devoted to the mission of that organization. 9/17 

Judge Brook Sessions serves Wasatch County and Lindon City Justice Courts. Judge Sessions graduated from Utah State University where he majored in business with a specialization in finance and a minor in economics. After graduating from Utah State, he attended law school at the University of Oregon, graduating in 1991 with a J. D. degree. Judge Sessions worked as a clerk for an Oregon Circuit Court judge before returning to Utah where he has worked in private practice since 1992. He represented parties in a wide variety of cases and facilitated case resolution as a mediator. Judge Sessions is admitted in all Utah state and federal courts as well as in the Oregon courts. He is or has been a member of the Utah State Bar, the Association of Trial Lawyers of America, the American Bar Association, and the Utah Trial Lawyers Association. When not adjudicating cases in Wasatch County and Lindon City, Judge Sessions continues to mediate family law cases all over the state. 9/15
