Judge F. Richards Smith III was appointed to the Fourth District Juvenile Court in November 2012 by Governor Gary R. Herbert. He serves Juab, Millard, Utah, and Wasatch counties. Judge Smith served as director of the Office of Guardian ad Litem and Court Appointed Special Advocate (CASA) since 2007. Prior to taking on the role as director, Judge Smith was an attorney for that office. Previously, he worked as an attorney for Howard, Lewis & Petersen. Judge Smith earned a law degree from the J. Reuben Clark Law School at Brigham Young University. He has served on the Children's Justice Advisory Board, the Standing Committee on Children and Family Law of the Utah Judicial Council, the Statewide Court Improvement Program, and as chair of the Child Fatality Review Committee. Judge Smith was named Child Advocate of the Year in 2004 by the Utah County Abuse Council, and served on the Neighborhood Housing Services of Provo's Board of Directors. He also served on Governor Huntsman's Child and Family Cabinet Council and Lt. Governor Bell's Child Sexual Abuse Workgroup. Judge Smith is board certified as a Child Welfare Law Specialist by the National Association of Counsel for Children. 1/13 

Judge Brent H. Bartholomew was appointed by Governor Gary R. Herbert to the Fourth District Juvenile Court in 2013. Prior to his appointment, he worked for the Utah Office of Guardian ad Litem, Utah Legal Services, and as an adjunct assistant professor at the J. Reuben Clark Law School at Brigham Young University. Judge Bartholomew is certified as a Child Welfare Law Specialist by the National Association of Counsel for Children. He has served on the Utah Supreme Court Advisory Committee on the Rules of Juvenile Procedure and the Children's Justice Center Advisory Board for Wasatch County. Judge Bartholomew currently serves on the Standing Committee on Children and Family Law, the Education Court Report Interagency Committee, and the New Judges Orientation Committee. In 2013, he was named "Mentor of the Year" by the Utah State Bar and in 2006 received the "Child Advocate Award" by the Utah County Child Abuse Council. Judge Bartholomew earned his Juris Doctorate degree from the J. Reuben Clark Law School as well as a Master of Business Administration and a Bachelor of Science, summa cum laude, in psychology from Brigham Young University. 9/18  

Judge Suchada P. Bazzelle was appointed to the Fourth District Juvenile Court in January 2007 by Governor Jon M. Huntsman, Jr. She serves Utah County. Judge Bazzelle graduated from the University of Colorado in 1990 with a degree in Journalism and Mass Communication and received a law degree from Brigham Young University in 1994. Judge Bazzelle worked in private practice from 1994 to 1998, focusing on family law and general litigation. From 1997 to 2000, she served as the Director of Legal Education for Westminster College. Judge Bazzelle began working as a volunteer Guardian ad Litem in 1997 and joined the Office of the Guardian ad Litem in August 2000, where she served in the Third District Juvenile Court until her appointment to the bench. She served as a member of the Board of Juvenile Court Judges from 2008 to 2014 and was the Board chair from 2010-2011. Judge Bazzelle has also served as Presiding Judge of the Fourth District Juvenile Court from 2014-2018. In 2019, Judge Bazzelle was appointed as the Juvenile Court representative for the Utah Commission on Criminal and Juvenile Justice. She has conducted a child welfare adult drug court and a juvenile delinquency drug court, and is currently serving as the judge for a Safe Babies Court, which is a pilot program focusing on better serving children zero to three years of age. 6/21 

Judge D. Scott Davis was appointed to the Fourth District Juvenile Court in June 2018 by Governor Gary R. Herbert. He currently serves Utah and Millard counties. He received a bachelor's degree from Brigham Young University, and a Juris Doctor degree from the University of Puget Sound School of Law in 1983. He practiced law in Alaska, where he was raised, for 17 years in both private and government sectors. He moved to Utah in July of 2000, and was admitted to the Utah Bar Association 2-3 months later. He worked in the private practice of law from 2000 until July 2007 when he joined the Utah Attorney General's Office, where he served until his appointment to the bench. 7/19 

Judge Douglas Nielsen was appointed to the bench in January 2013, first serving in the Lehi City Justice Court and Alpine/Highland City Justice Court where he served until being appointed by Governor Herbert to the Fourth Judicial District Juvenile Court Bench in September 2016. He earned a bachelor degree from Utah State University in 2004 and graduated from Oklahoma City University Law School in 2007. During law school, Judge Nielsen interned for the Oklahoma County Public Defenders Association and the Utah County Public Defenders Association. In 2007, he became an associate at Young, Kester & Petro and in 2010, formed the law firm of Petro & Nielsen where he served until his appointment to the bench. During his time in the judiciary, Judge Nielsen has served on various boards and committees including the Board of Justice Court Judges, Board of Juvenile Court Judges and chair of the Fourth District Child Welfare Interagency Committee.1/19
