Judge Debra J. Jensen was appointed to the Second District Juvenile Court by Governor Gary R. Herbert in June 2018. She serves Davis, Morgan, and Weber counties. Judge Jensen received a law degree from the J. Reuben Clark School of Law at Brigham Young University and graduated from the University of Utah with a Bachelor of Science degree in Accounting. Prior to her appointment to the bench, Judge Jensen served as the managing attorney for the Davis County Guardian ad Litem Office. Before becoming a Guardian ad Litem, she worked for several years in private practice and as an Assistant Attorney General for the State of Utah in the Human Services Division handling child support enforcement and paternity establishment. She is a former Adjunct Professor at Seattle University and Business Mentor at Western Governors University. Judge Jensen has served on numerous committees including the Utah Supreme Court Advisory Committee on the Rules of Juvenile Procedure and the Children's Justice Center Advisory Board for Davis County. Judge Jensen is board certified as a Child Welfare Law Specialist by the National Association of Counsel for Children. 11/18 

Judge Tasha Williams was appointed to the Second District Juvenile Court in September 2020 by Governor Gary R. Herbert. She serves Davis, Weber, and Morgan counties. Judge Williams earned a Bachelor of Science in Political Science and Communication from Southern Utah University in 2005 and her Juris Doctor Degree from the University Of Utah S.J. Quinney College Of Law in 2008. She worked in private practice as a criminal defense attorney before working as a juvenile public defender at Utah Juvenile Defender Attorneys. Before her appointment, Judge Williams was also a member of the Commission on Criminal and Juvenile Justice and was awarded the Youth Advocate of the Year award by the Utah Board of Juvenile Justice in 2016.11/20 

Judge Robert G. Neill was appointed to the Second District Juvenile Court by Gov. Gary R. Herbert in October 2016. He serves Davis, Morgan, and Weber counties. Judge Neill obtained a Bachelor of Arts degree from Brigham Young University and received his Juris Doctorate from the S.J. Quinney College of Law at the University of Utah. Prior to his appointment to the bench, Judge Neill worked as a Unit Chief in the Justice Division of the Salt Lake County District Attorney's Office where he managed a variety of teams including the Screening and Misdemeanor Division, the Non-violent and General Felony Teams, the West Jordan Special Victim and Juvenile Teams, and the West Jordan Division. While at the District Attorney's Office Judge Neill prosecuted numerous cases including crimes perpetrated against children and delinquency cases in the juvenile court. 5/17 

Judge Jeffrey J. Noland was appointed to the Second District Juvenile Court by Gov. Gary R. Herbert in July 2010. He serves Davis, Morgan, and Weber counties. Judge Noland has a law degree from the University of Utah College of Law. Prior to his appointment to the bench, Judge Noland served as a managing attorney for the Salt Lake Office of the Guardian ad Litem (GAL). Before joining the GAL in 2006, Judge Noland worked in private practice. 12/10 

Judge Sharon S. Sipes was appointed to the Second District Juvenile Court by Governor Gary R. Herbert in October 2013. She serves Davis, Morgan and Weber Counties. Judge Sipes obtained a law degree from the University of Utah College of Law in 1994, and a bachelor's degree from Westminster College. Judge Sipes was an attorney with the Davis County Public Defender's office prior to her appointment to the bench. Before joining the Davis County Public Defender's office, she practiced for almost 15 years as a public defender in Weber County. For the past eight years, Judge Sipes served as a director with the Parental Defense Alliance, a non-profit organization formed to provide support and continuing education opportunities for defense attorneys representing parents in child welfare cases in the juvenile courts. Judge Sipes currently serves on the Juvenile Court Improvement Committee and is board certified as a Child Welfare Law Specialist by the National Association of Counsel for Children.3/14 

Judge Rick T. Westmoreland was appointed to the Second District Juvenile Court by Gov. Spencer Cox in June, 2022. He serves Davis, Morgan, and Weber Counties. Judge Westmoreland received his Bachelors in Child and Family Studies from Weber State University and his Juris Doctorate from the University of Oklahoma. Judge Westmoreland worked as a prosecutor for both Weber and Davis Counties, serving in Davis County from 2004 until his appointment. Judge Westmoreland has been an adjunct professor at Weber State University since 2007 teaching in both the Criminal Justice and Masters of Nursing programs. He served as a member of the Youth Parole Authority from 2013 until his appointment. Judge Westmoreland served in the United States Army Reserve Judge Advocate Generals Corps from 2002 until 2013. 11/22
