Intent:
To assure that technical deficiencies or omissions in Council procedures do not constitute grounds for voiding established policy.
Applicability:
This rule shall apply to all rules of the Council.
Statement of the Rule:
Failure of the Council to comply with any one or more of the procedures prescribed for the consideration or adoption of rules or resolutions does not make the rule or resolution invalid.
