Effective: 1/15/1990
Intent:
To prescribe a standard format for Council rules that is understandable and precise.
Applicability:
This rule shall apply to all rules adopted by the Council.
Statement of the Rule:
(1) Rules of the Council shall contain the following:
(A) statement of intent;
(B) applicability;
(C) statement of the rule; and
(D) the effective date.
(2) When appropriate, items (1)(A) and (B) of this rule may be made applicable to a sequence of rules.
(3) The Council may adopt a rule by incorporating by reference another writing. Such other writing shall be of sufficient specificity that it is readily identifiable by those affected by the rule and it identifies what is required of them.
