The proposed amendments overhaul Rule 30 to align the juvenile citation process with the statutory updates from Senate Bill 283 (2026), replacing references to the Judicial Council&#8217;s fine schedule with fine determinations under Utah Code section 75E-2-207. The revisions set forth a process whereby a probation officer first determines a minor&#8217;s eligibility for a nonjudicial adjustment. If offered, agreed to, and substantially completed, the citation process is closed successfully. In all other instances, the citation is referred to a prosecuting attorney for screening and formal court proceedings if deemed appropriate. In accordance with the statute, after a court process on the citation is commenced, the proposed rule allows the minor to remit a fine without appearing before the court.
