Sheriff Brad Slater called the meeting to order and welcomed everyone to the Weber County Sheriffs Complex. The minutes from Meeting #2 were approved without amendment. Lunch was served and the agenda reviewed. The Department of Corrections was commended for their agency presentation and the Commission members were asked to follow the Corrections' format for their agency presentations.

2. PRESENTATION ON THE UTAH SHERIFFS ASSOCIATION'S IMPLEMENTATION EFFORTS:

There were five packets of handouts (distributed at meeting and mailed to those not present)-a powerpoint presentation of implementation efforts, the Task Force recommendations specific to the UT Sheriffs Association, the outcome of the informal sheriffs survey, and two issues of "Training Key". The presentation reviewed the PowerPoint presentation. Task Force recommendations were addressed individually, stating the current processes and/or implementation plans in place to address each category.

Noted:

these identified implementation efforts are not necessarily made in every countythis week, the Executive Committee identified racial and ethnic issues to work on increased collaboration/coordination with the Utah Chiefs of Police Association increased training and usage of the Utah Multi Agency Cultural Competence Curriculum multifaceted and time/resource intensive process of developing a citizen review board at annual Sheriffs Conference, only 18 of the 29 sheriffs can/will attend for recruitment, a focus will be on 17-21 year old people of color-the interim ages between high school recruitment and the time the tests can be taken

Discussions surrounded:

• the cost/efficacy of psychological evaluations of officers and the feasibility/applicability of having a central location for these at POST. This would not identify biases in those already POST-certified
• the cost of the AT&T Language Line (~$200/15 minutes) and possibly learning from the Olympics format of a central call center for interpreters-perhaps make it statewide based out of POST
• possibility of communication technology for interpretation services (ie. software for car laptops or handheld translator devices)
• for community outreach, utilizing clients of the system to educate the communities on the services, practices, and policies of the agencies, discuss their experiences

An abbreviated presentation summarized the first Advisory Council Meeting on Monday November 5, 2001. The Advisory Council is in the very early development stage, still defining itself. It needs and has requested an educational component to guide them through the legal system. Michael Wims from the Attorney General's Office will do a presentation of the process from arrest to adjudication at the January meeting, but we will need Commission agencies to also provide information and education so that Advisory Council members can pass this information along to their constituents, etc. After the meeting, some Commission members have offered to give presentations to the Advisory Council, possibly at supplemental meeting dates (the Advisory Council only meets quarterly). We will likely call upon others to follow suit.

Discussion continued, and the meeting went into overtime. Issues of concern included:

the importance of having middle eastern membership on the Advisory Council

recruitment tactics and strategies for membership (although it has been capped at this time)

a desire for follow-up on the Task Force Public Hearings was expressed, with the Advisory Council serving as an avenue to do so

the importance of Commission members utilizing the Advisory Council as a resource for communication both to and from the agencies

the desire to take any steps that will initiate and facilitate dialogue

Much discussion surrounded the collaboration and conjunctive role between the Advisory Council and the Commission. The primary themes of concern were how to inform the Advisory Council community members on the system and agencies' purposes and responsibilities, then to inform the Advisory Council on agency implementation efforts, and also the sequence and process of informing them. It was further discussed that only providing summaries to Advisory Council members can lead to perceptions that the Commission is hiding or shading details.

Ed McConkie made an amended motion to continue agency presentations to the Commission as scheduled, with the essence and substance (identified further as all agency presentation materials) forwarded to the Advisory Council. This was approved unanimously.

Haruko Moriyasu, Susan Burke, and Dan Becker developed a draft mission statement (included in materials) to be discussed at the December Commission meeting. Please review PRIOR to the meeting and be ready to discuss. The Task Force mission statement was also requested, and included in meeting materials.

There being no further business to discuss, the meeting adjourned at 1:30 p.m. Thank you to those who were able to stay and continue our discussions.

NEXT MEETING - WEDNESDAY, DECEMBER 12, 2001 (holiday scheule):

at the Governor's Board Room at the State Capitol from 11:30am - 1:00pm. We will discuss the DRAFT mission statement and have a presentation on the Utah Sentencing Commission and CCJJ's implementation efforts. Lunch will be provided, compliments of CCJJ.

A newsletter was proposed-highlighting the roles, purpose, etc. of each Commission agency, as part of the education process.

A website was recommended-with links to each Commission agency's webpage, and include a link to request an agency presentation by community groups
